Of course quebec is the best bet for Bettman money-wise.
Quebecor has a huge media empire that even surpasses montreal's rds/bell in a matter of converging medias, maybe as good as T.O but Quebec is a smaller town but its the whole province of 7.5 milions people that is at stake, Quebec would become the most profitable hockey region in the world with Ontario. Videotron is by far the best media in Quebec, it's an empire where all roads lead to Rome.
BUT...
Bettman's strategy is USA and for a good reason for him its like a poker game it's time to cash-in his chips or to try on another hand that can pay even more in the future.
If we look at the % of american players from 2000-2001 to 2012 it has gone from 15% to 25%, it's a good way to look at the US progress over the years the Pittsburgh vs Washington rivalry is now one of the most popular in the states the Bruins is certainly more of a winner pick than the Red Sox at least for now...
So would a Seattle vs Vancouver be a win as well... no he's surely well advised that Rivalries only build after at least a decade and some never start like Montreal vs Ottawa only an hour apart and it's still like watching a NY islanders vs Florida game.
Best case scenario for my franco-anglo quebecois hockey fan mind Phoenix move to Quebec and eventually Seattle gets the Islanders in 2015 and that might be the case although Seattle will probably never see a Hockey team cause they've already failed getting an NBA team.
