Hello, this is Brendan Shanahan, NHL director of discipline.
As you can see here, Ilya Kovalchuk scores on a rebound from his breakaway shot. Tomas Vokoun cleanly misses the save, and therefore has a goal scored on him. Keith Ballard then swings his stick, striking Tomas Vokoun in the head, and then can clearly be seen screaming at him "Dome check, b*tch".
Tomas Vokoun clearly puts himself in an awkward position on this play. By missing the save on the Kovalchuk rebound, and then not getting off of his rearend after the goal, he is obviously partially at fault for this incident. Goaltenders have to be held accountable for missing saves. However, Keith Ballard should also be punished for his action on the play. I have had many looks at this video, and it is abundantly clear that Keith Ballard could have done a better job of either not swinging his stick, or making that shot on Vokoun really count. Because there is no prior history of Keith Ballard hitting goaltenders upside the head with his stick, I have decided to fine him $10 American dollars. Next time he does this, we'll really make it count, especially if he doesn't injure the goaltender on the play.
