You mean CHL or juniors in general? Cause most USHL/NAHL players go to the NCAA afterwards. And most European prospects play with professional clubs not the junior teams.
As far as the CHL goes, I would say the main reason is parity. There are a lot more teams that could win the CHL any given year than there are powerhouse NCAA programs. If you're a Russian hockey player looking to get into the North American system, it makes a lot more sense to go the CHL route and pretty much be guaranteed to at least get noticed by a scout than play for a sub-par NCAA program that doesn't really have a chance to win anything and therefore doesn't get as much attention from scouts.
So I guess you have a point, the CHL is definitely better than not so good NCAA programs, but the top schools are most likely even better than the CHL.

Which is awesome. I wish I was around for the days NHL teams played on varying sized ice. Ah, the days when home ice advantage actually existed.
