Agree with have loved Karlsson to be with the Monarchs but it also shows the kings scouts a year to give up on Steckel or not at a higher level without paying his salary.

Here is the relevant clause in the CBA

"In the event a Club loses its draft rights to an unsigned Rookie drafted in the first round of the Entry Draft (except as a result of failing to tender a required Bona Fide Offer), who is again eligible for the Entry Draft or becomes an Unrestricted Free Agent, a Compensatory Draft Selection shall automatically be granted to that Club, which Compensatory Draft Selection shall be the same numerical choice in the second round in the Entry Draft immediately following the date the Club loses such rights. By way of example, if a Club cannot sign the third pick in the first round, it will receive the third pick in the second round as compensation."

The way I read it is that the Kings control his rights until June of 2005. If the Kings ("Club") sign him at any point before that time, they do not get compensation. If they do not (and make a bona fide offer), Steckel becomes a free agent and the Kings will get compensation. Until June of 2005, while the Kings retain his rights, Steckel has two choices - (i.) sit out or (ii.) sign somewhere other than with Los Angeles but a place that the Kings would approve (eg - Manchester).

So, as I see it, as long as the Kings don't sign Steckel before June of 2005, Steckel is free to play wherever the Kings approve of him playing (because his rights are still retained) and still get the comp. pick.

As I recall the Kings and the rest of the NHL cant sign anyone until the new CBA is signed. Also depending on what the new CBA says the Kings may or may not get a second round pick if they dont sign Steckel.
