I'm pretty sure that waiving him won't do any good since no one will want him. He isn't an Eager or Carcillo type player that someone would want to trade for possibly, he's old with limited everything (play skills, ability to fight, and is mostly a locker room type of guy I think).
He makes 1.2 million dollars this year and 900k next year. His cap hit is 1.1 million. I love my goons and hope he stays but do you think he'll be buried next season for Sestito or a 14th forward? I don't think him being traded is likely but a team looking to hit the cap floor without paying the full cap hit may be willing [maybe a Florida or Tampa, talk about a retirement gift].
not only is his cap hit 500k too much, but he also got a 3 year deal. there is no justification to it. NONE.
500k to a cap strapped team like the Flyers is significant. it isnt "just" 500k

They may have paid 200K to 300K too much per year or so but in managements mind they needed him to protect our players. We don't know who was bidding for his services either, so anyone could have drove the price up from 900K a year to 1.1 mill a year(of course that's just a hypothetical.)
Now with the emergence of Rinaldo, and hopefully Tom Sestito somewhere down the line, they realize Shelley isn't needed anymore. I feel like this will happen at some point this year or the end of camp next year.

I agree with almost all that you say - this explains the general need and why they were going to sign an UFA enforcer.
But at the end of the day it is just plain dumb to sign him to a 3 year deal! This is a looong period of time in which you can easily find a cheaper and more capable replacement within the organization and or on the market....

well fine but does that make it right? probably fair to say other teams bad contracts are to guys that at least can play and have talent.
I take that back, best contract ever. I'm disgusted at this new anti-goon Philly mentality. 3 years, well deserved.
There's a difference between useful goons and useless goons. Shelley is a useless goon, a leftover relic from a dead age of hockey. The instigator rule made enforcers useless. Look at Boston; that's the new age of toughness. Hartnell, Simmonds, our 4th Line, Asham, Richards, Lappy, etc. Those are the guys you get to make your team tough; Guys who bring the grit, will stand up for teammates, AND can play, not useless slugs like Shelley or Cote who play minimal minutes, can't really keep up, and only have a use if someone feels like fighting them.
