Unfortunately, the article didn't directly discuss how this would affect players such as Carter and Richards, but an NHL representative stated clearly that the rules regarding junior players (not necessarily just those who have played an entire year) were no longer enforceable due to the lack of a new agreement. Those 3 players that the article mentioned also had Junior eligability as well. I don't think the fact that they've already played a season in the NHL makes them any different than Carter and Richards here.
