I think the article was based on the abilities of the GM and Coach, not how they have done together this season. Burke gets high marks for building Vancouver and finishing Anaheim and winning a cup.
Lombardi is ranked low because he hasn't done ANYTHING in the playoffs his entire GM career. He has built some solid foundations, but hasn't taken the next step. I think the Kings are little bit low at 19 though.

Personally, I would put them ahead of NJ, Buffalo and Tampa Bay. I think Lou is past his prime and he has struggled since the lockout. Buffalo has been average when they couldn't spend money and are terrible as a cap team. Tampa Bay was already a strong team and Yzerman hasn't done anything to shore up their weaknesses.
I would have the Lombardi/Sutter group at 16th. A bubble playoff team with potential.
