WWE simply had nothing for him at the time. His feud with HHH was less than stellar (fans were cheering for the heel HHH over Steiner), so they went with Booker T instead, who was a better worker anyway.

Steiner lost all his appeal after his terrible matches with HHH. He was brought in as a main eventer but was nowhere near as good as he was a couple of years earlier. Spent the next year or so in the mid card before eventually being released.

I just took a stroll through the "Scott Steiner Appreciation Thread"
If you have any questions as to why Scott Steiner was left off of anything, just watch the Steinermania videos

I was there live at No Way Out in '03. Yeah, that match between HHH and Steiner was God-awful. People were cheering for Hunter and gave good pops to Flair, Orton and Batista when each one of them tried to intervene.

The fact that he went from main eventer to mid carder so quickly makes me laugh somehow.

iRep the winged wheel actually changed his username in honor of "Big Poppa Pump" and his HFWF plans before they failed.
Steinermania was about to run wild too.
