I never said fighting will be out nor do I wan't it out. However the enforcer(ex. Westgarth) will be as they are completely useless

So players, GM's, and coaches agree then that the current state of the league makes enforcers useless, otherwise they wouldn't want the instigator gone. Since the instigator is still around, Westgarth shouldn't be

Quite a few of us have played in leagues. What you say is true in such leagues, but not in the NHL. You yourself said that they have nothing to fear from the heavyweight because he would never fight anyone that is not a heavyweight. This is the NHL we are talking about. Not the developmental or recreational leagues. The enforcer position is a combination of momentum and show for a slight boost to teammates and fans. Nothing more. The days of McSorely destroying anyone that touched Gretzky are long gone.
