He is unlikely to regress because he's put up decent numbers (40+ points) for 4 straight seasons. He can quite possibly improve his game as other young players step into their roles. On a team like Vancouver Gagner will be 50-60 point player.
If there is a young top-4 defenseman with top-2 potential is offered for Gagner, I'll likely go for it. Otherwise, I think we need to keep him and work with him on improving his consistency.
Honestly if Tambellini finds a way to trade Khabby, he'll have rid himself of every bad contract on this team except Horcoff's. Quite amazing if you consider how poor this team was looking contract-wise only 2 years ago.

Meh, a lot of the contracts he moved were small and easy to move. I don't know how overpaid Khabby is in the grand scheme of things. He only has a year left on his deal and I don't think we'll find a better goalie on the UFA market right now.
At this point I'm pretty sure if Tambo offered only future considerations for Penner, Lombardi would accept.
And why would a non-playoff team give an asset up for him anyway? He's a free agent in the summer, and I doubt the list of teams knocking down his door trying to get him to sign will be a big one.

I'd be curious to see if there's interest from the Oilers in signing Penner to a FA contract this summer (albeit at a much lower salary than he's currently getting). He played very good hockey here after the MacT regime ended and seemed to get on really well with his teammates. As said, could be a decent 2/3 line option if he can get back to his pre-LA form.

Penner will be back in Anaheim.They're probably going to lose Selanne and have no one in the system to replace him with. On top of that there's no way his wife would move here when her career is based out of LA. My guess he signs a deal for around 1.5-2.5M per season.
