Here is how it works. For whatever the reason, the coach decides if he needs help at a certain position. He then calls Burke to let him know that he is about to put a call into Dallas. He then calls Eakins and TELLS him which player will be called up. Sometimes a Leaf scout may be involved. In this case, Carlyle had a look at the stat sheet with the Marlies and asks for Hamilton. As for Kadri, I am sure he just wants to see what he has first hand.
I've definitely read before that Burke asked the Marlies' coach for recommendations for recall. That's how I remember Darryl Boyce being chosen for recall last season.
Hamilton really deserved a chance. I'd like these two key players of the Marlies team to stay with them. I'm not sure if they've locked up their playoff position yet, but with injuries on the big club, these two get some NHL action.

Of course the GM has final say but having said that was it not this exact situation that started the Don Cherry- Harry Sinden feud. Sinden wanted some prospect called up whereas Cherry wanted the BPA (who wasn't the prospect)
It's about time for Kadri to be called up. IMO the moment playoffs were no long possible he should have been up. None of the pressure of screwing up and costing us a spot and all of the incentive of maybe somehow contributing to a miracle run to 8th.
Hope he does well, the kid has payed his dues in the AHL.
