An upper limit team GM should spend between $58M-$60M in the summer. The current cap is $64.3M. It increases to the $70M range between July 1-the expiration of the CBA on 9/15. Its still a $3.24B business. The cap is set somewhere in the low $60 millions. Spending $58M-$60M leaves space to make other moves when the new CBA is finally negotiated.

The Rangers have 1 group II this summer. Michael Del Zotto. No arbitration rights. The Rangers and most of the teams will wait until a new CBA is done before re-signing their group IIs with no arb rights. Bob McKenzie and Glenn Healy have both mentioned the 2nd contract is another big factor in the CBA discussion. Teams want the NHL to do something about the 2nd contract. A player shouldn't go from entry level money to group III money.
