LeBlanc's interest is to be a Plan B if the Coyotes leave. No interest in the Coyotes, so this is not IEH Part Deux.

A link I put in the same post pointed to an article dated roughly two weeks ago regarding Leblanc's group still working on a minor league team in Thunder Bay, Ontario. Which was IceEdge's original goal before they got interested in the Coyotes.

If the Coyotes make a deep run I'd be interested to see if that leaves Quebecor or whomever purchases the team in QC enough time to get things rolling. The league has to retrofit the Colisee, so we may very well hear of or see signs of that before any official announcement is made.
If the team does leave the very least the NHL could do is announce it before the Coyotes final home game. I doubt that will happen though.

Then you need to stay away from anything that resembles a Canadian media outlet.
