Yes, if the info. is true, that's the way it would have had to work. Sign the AHL deal first, then the NHL deal. I couldn't recall what happened to the AHL contract if a player signs an NHL contract for shorter term than the AHL one, but given same organization, this all makes sense.

He'll be interesting to see what Norfolk will do with Langelier-Parent and Devos. They were originally signed by Norfolk (probably under the recommendations of Tampa). Guy Boucher probably had a say in those signings because Langelier-Parent played for McGill (a team that Boucher coached) and Devos was the top scorer of the QMJHL in 2010-2011. However, now they belong to Anaheim's new affiliate, so maybe Stevie Y or Julien Brisebois will try to bring these two to Norfolk.

If there were any players under AHL contracts in the first season of multiple deals they would still be Norfolk property. Jason at the AHL tweeted that under his personal account a few days ago...he specifically mentioned Darren Haydar, who had a two-year AHL deal with the Chicago Wolves. Played one year with ATL affiliate, one with VAN.

Devos was signed to a 2-year AHL contract last year and was part of the AHL champion Norfolk squad that is considered one of the greatest AHL teams of all time. Devos is set to play in Syracuse with the Lightning’s AHL affiliate next year. Devos had seven goals and 24 points in 52 games for Norfolk.
48 Maxime Langelier-Parent, Forward (McGill, Canadian University Hockey)
Langelier-Parent, a fellow McGill alum of Lightning coaches Guy Boucher and Martin Raymond, guided his school to the CIS championship last year. The 6’2” forward had 12 goals and 18 points with McGill. He has been signed to an AHL agreement by the Lightning will play in either AHL Syracuse or ECHL Florida.
Matt Climie of the Chicago Wolves had a 2 year deal with the Wolves. Canucks picked up the 1st year so this year he is on a AHL contract unless the Canucks or some other team signs him

We've discussed it on page 1. I'll wait for another confirmation before adding him. It's a bizarre contract, probably the first time I've seen this.
His success presents a bit of a dilemma for the Wolves. Climie has a two-way contract with Vancouver this season, but a one-way deal with the Wolves next year. That means he’ll return to Chicago in 2012-13 unless he gets a one-way deal with an NHL team.
