The bolded part is unnecessary. Take it out and it means the exact same thing, only more concise. There is no need to clarify that the above criteria only applies when two teams are tied because the very criteria is tiebreaker criteria, and is thus only used to determine tiebreaker situations. By adding in something that is totally unnecessary it makes people second-guess its simplicity. It's easy to see how one could think that the "tied" bit relates to points earned during season matchups, despite that not being the case.
Again, just take out the "are tied, and" bit and it is a much more concise statement.

Yeah, what we have going for us is that the game is in Montreal, and the players will want to give the fans a good ending. I still think we're going to win handily though.

It's fine to dislike Phaneuf, but you guys are going way overboard criticizing the celebration. We all know you'd be the same group of people whining that as a captain Phaneuf should have celebrated, if he had not. You'd be saying meaningless crap like: "Look he has no heart, he wins the game and doesn't even celebrate".

Yep, they might wet the bed on '62 Leafs night or Sundin night in front of a home town crowd and Leafs alumni and they might look completely disinterested for a quarter of the season and look completely bush league and go from 7th to 14th without batting an eye, but when nothing is on the line, they're going to look like the heroes they know they are...

I think, after reading it a ridiculous number of times, the "If two teams are tied" is doing nothing more than simply eliminating the situations where more than 2 teams are tied going into this tie-breaker (same number of points and ROW's) from the rest of the qualification about eliminating odd numbered first home games. The next sentence addresses how to use this tie-breaker for more than 2 teams tied in points and ROW's. I just couldn't wrap my head around it that the tie wasn't referring to the number of points earned head-to-head. Still the most convincing evidence that the tie isn't referring to head to head point totals is the full league standings at NHL.com. I guess if they were referring to the head-to-head points being tied, it would have been stated explicitly.
Imagine this hypothetical scenario:
The Leafs and Ottawa tie for the 8th playoff spot. The teams for some reason played 7 total games with 4 home games in Ottawa. The Leafs won the first home game in Ottawa but otherwise split the rest of the season series evenly. This tie breaker system would result in moving to goal differential as the tie-breaker despite the Leafs winning the season series.
