The 14 non-playoff teams get one ball each. Whatever number a team pulls, that is where they pick. The only tanking possible is if you went to tank your way out of a playoff spot. Non-playoff teams get the same chance at #1.
I agree. That will ending tanking and stop me from cheering against the leafs the last quarter of the year. The reward for finishing last should be a giant penis.
Saying they are tanking on purpose is really ignoring the downsides of losing. It seriously does hurt a team on its ledger. Fans don't notice cuz in cities like Montreal, Toronto and Edmonton the ticketholders are the last thing to give (propped up by pro scalpers, corporate tickets, and holders worried about losing their spot to waiting lists behind them), but the lost revenues from no playoff games and declining TV revenues are much more immediate. Supposedly the Canadiens were down 20% this year, that hurts!
It's also easy to lose at a statsheet and see all the #1 picks for Edmonton, but that hardly captures the pain the fans endure during year after year of long cold winter nights where you turn on the TV and see the team stinking it up... That poor performance is real, and high draft pick is something that's supposed to help a franchise return to winning ways, there's nothing unfair about it.
I would adjust the weighting to match the standings.
Montreal, Toronto and NYI are all 1 pt different from each other so why should they be weighted so differently.
Also I would adjust the odds so that teams winnign consecutively have their odds go down. Decrease the odds for a team fro each year of consurrent 1st overall draft positions.
The lottery is to spread out the talent which it has failed to do as Edkonton now has 3 years of picking first overall. I am very happy that itis Edmonton over some American team but still under the cap era if they picked Yakupov they likely coudln't even retain all those players. RNH, Hall and Yak - No way they can keep all of them for ever!
conservative change:
have a lotto for picks 1-5, all teams from 1-14 eligible at sharply declining odds
teams can't have a top 5 pick in consecutive years - automatically bumped down to next eligible slot if they win lottery
bold change:
lotto for ALL first round picks - choose them in order
non-playoff teams get 5 entries in lotto, first-round losers get 3, everyone else gets 1
All teams that don't make the playoffs should have an equal opportunity to win the lottery. Then we'll see how fast franchises get competitive as they are forced to make changes to get better, not worse.
Give the worst teams a better percentage but everyone having a chance of getting a higher pick, would be better cause everyone would always want to win, would take this "tanking" thing out of our game
It's very difficult to procure two successive top picks (1st overall) but the idea would essentially be that for every year you finish bottom five (in succession) you would significantly lose percentage points towards winning.
Or better yet, you could do it so that every team that finishes in the bottom five gets bonuses towards winning the lottery for:
Spending a certain amount on salaries
Having a certain career games played average (i.e. vets vs. rookies)
Having a player win a personal award (i.e. Stamkos getting the Richard or a rookie getting the Calder)
etc.
All to prevent the likelihood of intentional tanking.

a 65 pt team in columbus is way behind the runner up with 74 pts.
Just imagine if we had a 50pt last place team and 2nd place still had 74 pts., the odds would still be the same. I'd like to fix that somehow and have the odds percentages vary according to how far apart teams are.
I think the system is fine, people are just mad EDM defied the odds. Even if EDM had a 1/20 chance of 1st overall and won, people would complain about the system still.
I don't think the issue is necessarily with Edmonton winning the lottery; at least not for me. It's more the fact that Columbus DIDN'T win the lottery.
Simply put - the best young player about to enter the game, should be going to the team that most needs/requires that best young player.
In this situation, the team that needs that player the most is Columbus, without doubt. Not only did they finish last in the league, and by a considerable points margin, but they were the 30th placed team in the league from game 1 all the way through to game 82. That to me implies that they were atrocious, and far and away the worst team in the league.
Based on that argument, there should only be one team in the Yakupov pursuit. The fact that Columbus don't have that 1st overall pick, is a bit of a joke to be honest.
FWIW I think Columbus gets Yakupov regardless. Edmonton will trade down, and take a defense man at 2 - but, Columbus being rewarded shouldn't be conditional to the draft system + luck that the lottery fell to a team that is willing to trade down)
Simple. Make the non playoff teams or bottom ten have an even percentage heading into the lottery. Problem solved. Only exception to the rule (max three years) would be an expansion team.

I would hand out bingo cards to all the GMs. For where you ended up in standings, that's how many bingo cards you get. So end up 30th, you get 30 bingo cards. WOuld then have the Bingo monkey call out and the first GM to get bingo get the first pick and so on. In case of a tie, Midget Elvis will host a hokey poke duel for the GM's in question.
In my opinion, the current NHL lottery system needs to be re-vamped. It feels a little out-of-date. I think the new CBA might make a few altercations this offseason as well. I think there needs to be more movement amongst teams. Having only 1 team rise is boring. However, I like that a team can only move up 4 spots if they win because it's not really fair to the truly bad teams.
I would make three simple change:
-have the lottery determine picks 1-2-3
-if you win the lottery you can only move up 5 spots
-change the percentages around a bit

Teams like Edmonton are already tanking on purpose. If they do what you suggest then it's going to create a whole lot of tanking teams, and that's just bad for entertainment/business.
hahahahaha please. If you're going to go after a team for tanking at least choose the team that finished in 30th by a whopping NINE points. But wait, the Oilers must have tanked because they started out the season so well! There's no way a team could play hot through November and then cool off substantially the rest of the way... what's that? The Leafs did that too? Oh, well we must have tanked as well! Sorry, what? The Leafs didn't tank, they just played AHL quality hockey the last three months of the season? But no... the Oilers of all teams aren't capable of playing AHL quality hockey either... They must have tanked.
All that needs to be done differently is to do the selection live so we can finally silence all the people who think the lottery is rigged (like me, for instance).

The basement dwellers already had a tough season, moving up a maximum of four picks and down one is enough reward and risk already. It shouldn't be an exciting process.
