Is the Quater-Finals the last time when teams can add more players?

With todays news that Ovechkin & Semin are going to play for Russia starting in their Quater-Final game on Thursday, I was wondering is that the IIHF cut off as to when each country can keep adding more players to their roster?

As long as your roster is not full you can add player as much as you want. And Russia still has two open spots.
