He won't be suspended simply because Callahan provoked it. (Kovy was sitting on his ass and got a glove to the face) and it wasn't something he did in a predetermined manner. Still... stupid move by Kovy and I'm sure he's getting a lecture about it right now in the locker room.
Punches to the head in after whistle scrums generally get punished with a 2 minute minor for roughing.
Spears, if landed, generally get punished with a 5 minute major.
So yea, the NHL disagrees with your argument.

51.1 Roughing – Roughing is a punching motion with the hand or fist, with or without the glove on the hand, normally directed at the head or face of an opponent.
Roughing is a minor altercation that is not worthy of a major penalty to either participant. (An altercation is a situation involving two players, with at least one to be penalized)
I've only seen butt-ending called on plays to the face/head. (if that's even an NHL penalty anymore)
Spearing from my experience is called on butt ends to the gut/body.
Little taps of the stick blade to the body like that are called slashed from my experience as well.
The severity was minimal and the ref was watching it all directly from 5 feet away. Correct calls were made and now Ranger fans want blood after the Prust suspension. I understand it but I gotta say get real. Tit for tat.
