Where was the whistle?

On the overtime goal by Adam Henrique, why was there not a whistle, when the puck in the blue paint?(**** I can't even write). These ****ing officals.

If the puck was loose the entire time (and it was) and the ref didn't lose sight of it (and it appears he didn't), why would the whistle blow?

I could sorta see the puck bounce around from the CBC feed and the ref looked like he was in good position to see it.

Not a homer btw, a Jets fan, but you could tell Henrique didn't have full control of it because of all the movement from him.
