Yeah, higher the better. So a 8.0D has a very high ceiling, but a lot will have to go right for him to hit that ceiling (Tedenby, for lack of a better example).

A 6.0B isnt likely to be an impact player, but for whatever reason, you can be fairly certain that player will reach his full potential.
