Question regarding new division/playoffs

If the 5th place team in one of the east divisions has more points than the 4th place team in the other east division, does the 5th place team get into the playoffs?

I think that's the case for both conferences. Top three in each division, whether it be a seven-team or an eight-team division, get in regardless, and then the remaining two playoff slots per conference are given to the teams with the most points.

So, we could potentially see 5/7 teams from the Pacific Division in and "only" 3/7 from the Central, for instance.
