Not your fault a lot of teams are still going through the reshuffling or are inactive and they stay in the amateur/pro divisions. They supposedly changed it so that they no longer match the captains skill level but the whole team average...but I'm not seeing this yet I played against the 15th best team in the league and then the 50th best team...and we are in amateur (inactive) and some of my teammates are 65-75 overall at best Leg 1.
I'm Leg 3 and it seems I'm always playing vs other 2-3 Leg 3 when my team has super star 3 and a leg 1 hardly seems "fair" but who cares it is just a game after all.
It's also more the problem of how we play against crappy teams, own the **** out of them, but only get a couple goals because their CPU goalie is godly.

Keep it simple/low shots seem to work for me , trust me I have deked out a whole team only to get robbed by a goalie on a sure fire top corner goal...Since then I've been trying to keep it as simple as possible.

The thing is it's so inconsistent. We always shoot low to generate rebounds. Sometimes we'll have a game that the low shots just randomly go in the net or we'll get a lot of rebounds. But a lot of the time we'll shoot low and the goalie will wrap it up somehow or the rebound will go behind the net. So we try to work down low and get some wrist shots/one timers off, and then the CPU goalie makes amazing diving saves.
And then of course the other team will get less than 10 shots but score 3 or 4 goals because our goalie always ends up being a dumbass. This game sucks ass if it's not 6 on 6 but it's so hard to find a 6 on 6 game recently.
