Basically, the PHL will be organizing a major-junior league / "youth" league and getting together the existing hockey schools out there under one roof. Teams will include Ldynka and Sokil from Kyiv, Dynamo (Kharkiv), and teams from Kherson and Kalush
Maybe I'm to cynical, but most likely they will feed amateur leagues. And if there will be anything worth taking, it will indeed be snatched up by Donbass.

traditionally players go to the sokil or ldinka or whatever school was in kharkiv, then either try to get on sokil or flee to the VHL (zherdev/babchuk were sokil-2 before going to elemash, zubrus was druzhba-78, gaiduchenko was with Ldinka before getting scouted by Yaroslavl)
or you get teams like the SVSM / SDUSOR type schools, Sokil-2, and what have you playing in the former Major League, only getting like 20 games in in a year. First League? 2 games. That's not how you develop players.
Have some teams where kids can get some consistent training and games in, with a chance to make the PHL, and slowly but surely things will come along

Would have been nice if Babchuk, Zherdev and Gaiduchenko would represent Ukraine internationally. Would give a real boost to their NT. I heard Gaiduchenko wanted to go to Yaroslavl for next season, but he hasn't signed there yet. Could Donbass be a second option or does he want to stay away from Ukraine?

I dont know if he signed with Loko or not already. Accoriding to CSKA website, he will FOR SURE play in Loko. He played for CSKA this season as you know. KHL adopted special rules about Lokomotiv (due to plane disaster). Lokomotiv can sign players from another KHL clubs (with valid contracts) and RFA guys as well. D Pashnin had valid contract for next season but Loko wanted him, he agreed and will play here. I dont know how contract situation is with Gaiduchenko (valid contract or RFA??), but I am sure (99,9%) he will play for Loko.
Don't know where to put it, but it seems that Pavlo Padakin will try his luck with Calgary Hitman. I can't say I rate his chances of clinging on to the roster spot for the whole season very highly, but lets hope that he prooves me wrong.

What kind of player is Padakin? Is their any chance of him becoming an NHLer?
