If Gould makes that bears are down by nine. TD and a FG wins it. Bears offense was getting stuffed down there. Very low chance they convert. It wasn't 4th and 1.

No. The Bears just stopped the Panthers on 3 downs.
So if the Gould kick was good and the Bears do the exact same thing...they can win the game/take the lead with a FIELD GOAL instead of having to get a TD if they failed on 4th down.
