There haven't been actual filibusters because nobody wants to go through that, it's called the "nuclear option" for a reason. A simple filibuster is not the "nuclear option".

The "nuclear option" is passing laws with a simple majority of 51 votes, which is exactly how the Democrats passed Obamacare.

It was egregiously wrong to pass something that serious with a mere 51 votes as opposed to a super-majority, and many didn't think they would do it because of the negative repercussions (SEE: Historic 2010 Republican wave election).

So keep in mind, these 2009 instances you're referring to were for Obamacare, one of the most seriously grave pieces of legislature in history, a massive increase in government power, an unprecedented transfer of GDP into the hands of Washington DC, economically unsustainable to boot, and with zero opposition support, and zero opposition opportunity to even have input into the matter. It wasnt something trivial and petty.

It is the nuclear option. Basically when a Senator does that, he is taking the proper functioning of the government hostage, saying that his objection to the considered bill is more important than anything else in the country. You can't do that for petty reasons.

You might want to look up the voting margins on the Obamacare bills:

The Democrats had 57 Senators in their caucus after the 2008 election (and Sanders and Lieberman who counted as Democrats though nominally independents). 60 Senators voted to pass the bill, and it passed by a large margin in the House. It was not the razor thin 51 vote majority you're talking about.

The Republicans did threaten filibusters on that bill, but they also did it for unrelated bills. That's the difference. It's one thing to block bills that you have deep seated objections to (that is a minority right that should be protected), it's quite another to filibuster and kill bills introduced by the majority party as a matter of routine because you want to obstruct their agenda and you don't care how you do it.
