Don't all teams still get points based on their play in the World Championships? I'm not sure how you can come to these conclusions before then, or the end of the Olympics.
Teams are ranked at every competition, and that includes the Olympics. Teams not going to Sochi will not play any further game counting towards the 2014 Olympics so their ranking at the 2014 Olympics is obviously not going to change.
These will be entered into the IIHF Rankings after the 2014 Olympics:
15th: Germany
16th: Italy
17th: France
18th: Denmark
19th: Great Britain
20th: Netherlands
21st: Ukraine
If the tiebreaker is goal differential, Kazakhstan finishes 13th. If it is regulation wins, Belarus is 13th.

It is the ranking for the Olympic Games, not the overall ranking.
Teams are ranked at every competition, and that includes the Olympics. Teams not going to Sochi will not play any further game counting towards the 2014 Olympics so their ranking at the 2014 Olympics is obviously not going to change.
But he had posted the rankings as they'd stand "after" the Olympics. Say for instance Germany place 4th at this year's Worlds. Is missing the Olympics that detrimental to their rank that they could be no better than 15th? (when currently they're 10th). I don't see how such a drop is possible, or how it can be determined prior to either of the next two tournaments being played.

Even with Grabner/Vanek/Nodl in lineup, it would be a huge suprise to beat Swiss with Diaz, Streit, Josi, Hiller, Brunner, Niederitter, Bartschi and their domestic NLA stars.

No, if they top Norway in the group stage they could face Switzerland, not Finland, for a place in the QF.

The qualifications count towards the world rankings as well as the actual Olympic tournament. All of these games that have been played, starting with the original qualification group in Croatia, will be part of the Olympic rankings - and by extension the world rankings.

I get how it works. It's just the way the original poster worded it that confused me. There's no rankings per say being applied or entered, but rather points being assessed based on Olympic qualifying results and the games themselves, which will then determine the World ranking after the Olympics. It was just poorly worded, that's all.
Especially their pool which will have the US, Russia and Slovakia. I noticed that their goalie uses the green on his mask though. I had never noticed the green thing before (then again, I haven't seen any of their other teams play), but it seems like a decent idea to borrow it. Maybe a Slovenian poster can explain to me if there's any significance to the addition of green, just like the Italian Blue, Dutch orange, Aussie green and yellow, etc.
I'll try to explain this.
Green colour in Slovenia actually represent capital city Ljubljana and their main club Olimpija. In Slovenia everything is very Ljubljana oriented (all governmental institutions are in Ljubljana, people in Ljubljana earn app. 30 - 40% more than in other parts of Slovenia, we have huge unemployment rate in Slovenia, but in Ljubljana is very small, many better companies are moving from other Slovenian cities to Ljubljana because of special state benefits...). And because of that almost all Slovenians from other parts of Slovenia are alergic on Ljubljana.
With the green colour it is similar. As I already mention green colour is the colour of Ljubljana and their biggest sport club Olimpija. And it is not a secret that people, who were close to Olimpija, had heavilly influenced after our independence the decision that green should be our main national colour for our national teams in all sports.
But Hockey is special story. We have (had) only two serious teams. Jesenice and Olimpija. Main colour for Jesenice is red, and for Olimpija green. Jesenice were always our cornerstone of hockey, most Slovenin best hockey players in the past and also in current national team are from Jesenice and surraundings, Jesenice were mainly national champion in EX-Yugoslavia and because of that also the key people in Slovenian hockey were also from Jesenice. And they never allowed green colour for our hockey national team. This is the only Slovenian national team that never had green jerseys.
Also others our national teams in other sports are slowly following this path and now very few of them are staying in green jerseys. Main colours now are blue, white and a bit of green.

Actually a big reason for white-blue-red combination in ice hockey (apart from being the national colour of Slovene nation for houndred of years now) is the fact that Yugoslav national ice hockey team played with similar colours and throughout history majority of ice hockey players in that team came from Slovenia (over 2/3 of all players that represented Yugoslavia, between 1938 and 1991, were from Slovenia). In fact, ice hockey (and other winter sports) were perceived, by the people of Yugoslavia, as "Slovenian sports". At the 2008 World Championship in Canada when IIHF celebrated their 100th anniversary each team played one game with their historic retro jerseys and Slovenia was represented with a Yugoslav design (naturally, with "Slovenija" instead of "Jugoslavija" inscribed on the front).
That said, I really hope they wont include the f???ing green on the Olympic jerseys.
How will Britain end up 18th in the rankings? Do we need to get promoted for that to happen?
Considering the top 18 teams at the world championships either play in the top flight (1-16) or are promoted to it (17 & 18), then yes Britain would basically have to be promoted if they are to end up 18th before the next Olympics.

A little country like Denmark is fined for develop players in the NHL.

then.. what is Slovenia? big country? cmon. dont go there.. slovenian players still play in 2-3 ranks lower competitions... on paper Danes have few times better players..
