Whayt exactly did Carroll do to bring on those sanctions? Kelly on the other hand is directly responsible.

Carroll actually didn't do anything directly, but gets a lot of blame from USC haters.

Just wanted to point out that good friend and colleague Pete Carroll was actually implored by Richard Sherman to run it up against SF but declined
Real jerk there!
Also Sherman said Harbaugh allegedly taunted them as they left the stadium on the bus

He's a small fraction of the DB So Cal employs now. I hated them when Carroll was there but he's a coach with a good personality. Cocky? A bit arrogant? Absolutely but most good coaches are.

Pete Carroll seems like he is a good guy. i remember 60 minutes following him around on one of his walks in gang neighborhoods at night trying to stop violence.
