I usually just use tweezers and pull each hair out, one by one. It takes a while but it's the closest shave you can get.

Electrolysis. Permanent and pricey in one go, but hey, short-term pain for long-term gain.

I have one of the thickest beards of people I know. I've thought about electrolysis to clean it up and remove it entirely from the neck and upper cheeks. It'd take a while, but really, I can of other ways to spend what would end up being thousands of dollars that take priority. If I had money to burn, absolutely.

Switch to double edge razor. It may cost $50 or so to start up, but after that, blades are dirt cheep.

You could also try a straight edge razor if you're feeling adventurous.
