He got one last year (it was bad) and one as a Falcon.... while it does mean that another concussion is more likely the Bills O-line is 10x better than the Eagles and that itself make a concussion just as unlikely.
Vick wasn't even medically cleared to practice fully for something like 5 weeks after his concussion last season. He had 2 as an Eagle (the first was against the Falcons, I don't think he had any with the Falcs but I could be wrong) and couple that with the rest of his injury history and I think it would be a terrible signing. Unless Vick can be had for a discount, Fitz restructures his contract to back him up/compete and we draft a future QB, I hope they don't go down the Vick road.
Hey is Joe Flacco still not an elite QB? Or do Baltimore Fans still say he can't throw medium range passes? Or is Flacco not an upgrade on Fitz still?
If Flacco makes it as a franchised player I give him 20 mil a year and hand over 2 1st. Flacco is elite not debatable.
Brilliant postseason run for sure, but tough to ignore he regressed the last two regular seasons. (Also, irony is duly noted from one of the guys who constantly rips Miller and makes snide remarks about his "one great year.") The media now attaches "elite" to anyone who wins a Super Bowl, so that'll be the narrative for the next 8 months, but one can easily make the argument that he's not in the top 1/4 of QBs over the next three-year span.
All Flacco talk is moot though, because he's never leaving Baltimore.
The question is, can you win a SB with _____ as the QB.
Flacco proved yes. He didn't have an unreal defense (Ravens D was rather mediocre this year...and it showed in that 2nd half). He had a good RB for sure, and he had solid receivers--but you can argue that's a prerequisite for any champion. But at the end of the day...a team built around Joe Flacco could, and did, win the Super Bowl.
There are plenty of QBs out there on Flacco's level that you could win with--some easier than others for sure. The Bills don't have one though.

Amazing game to watch. Kaepernick was ****ing great aside from that bonehead interception.
edit: I don't think it was a poorly coached GAME, Jim made amazing halftime adjustments to turn that **** around. But the last drive, the play calls on the two point conversion and last 3rd and 4th downs... So much What The **** going on.
