Contracts in the minors

Has anything been mentioned on whether or not NHL contracts in the minors would count against the cap? I know the idea has been tossed around, but I haven't seen anything about it yet in the final agreed deal.

Details of the CBA have not been released, but when this was first brought up, I think it was minor pro contracts over a certain salary ($1M i think) would count against the cap.
