I know you can't officially sign any FA yet, but even before the lockout, nobody would have a go at a RFA. It might create some enemies, but signing an offer sheet will basically end up either you giving up some picks( might be worth it) and getting a stud , or the team matching the contract.

So why wouldn't teams attempt signing them ? Is it just the fact that teams don't want to give up picks ?

if there a player you really want and they are RFA, if you are going to get them you have to really overpay(otherwise the other team just matches) so its kinda pointless.

Philly thought they could get Weber because they thought Nashville wouldnt match their over the top offer and they would be happy losing 4 low first round picks.

but in truth Weber used the offer sheet process to ensure that he received maximum dollars and as the Flyers found out all they did was do poiles negotiating for him...

The players have to accept the offer too. There's a lot of moving parts involved.

We just had this thread yesterday. If you want to read some of the reasons, this is a good place to start:

This is something people really underrate. It's one thing to offer a player a contract that they'd be happy with on your team (from a length, total salary) point of view. But when the player is evaluating that contract they also have to be happy if it's matched. From the player's point of view that is a big risk if they really want out.
