Ya he could. Luongo thrives with a lot of shots. His days in Flroida/Early Vancouver were almost his best. The team would also be confident and play better in front of him.
Except the first thing this team would have to do if they decide to go back to contending is limit the number of shots against.
Being a great goalie on a crap team only goes as far as you're willing to stomach a crap team.
This team is really a piss poor passing team. We seem to believe that no pass is worthwhile unless it directly leads to a goal or we have to give it up due to pressure on the puck. That last power play was classic Caps. Green and Ribiero, I think it was, had an exchange that probably should have involved a couple one-touch passes but never materialized because Green held onto the puck. Still not enough time to judge Oates, but I still believe it's an indictment of how poor a passing team they have been for years.

It may not seem like it right now but given the amount of tradeable assets they have and the upcoming FA class they could put together a cup winning team (with the right coach, perhaps Laviolette if he gets fired. Oh, high pick from 2012 as well. Just get to the point where you have an answer at every single position and the cup is there for the taking.
