At refs discretion. Historically, that rule was used to prevent players from interfering with the goalie when he goes to play the puck. It used to be that if you were out of the crease that far, you were fair game. There's really nothing stopping a goalie from purposefully leaning into or hitting an opposing forward to draw a call.
