Yes, they have a chance, but it's weighted in a way where the lower overall teams still have a much higher chance.

I was actually unaware of that. I like that because it challenges teams to do well and challenge gm's to put a quality team on the ice because no one is guaranteed a top pick

You clearly don't get it... only one team wins the lottery, hence if you finish last in the league, the worst you can pick is 2nd. Hence teams can absolutely still "tank". MacKinnon or Jones will end up being the "consolation prize". Either way, that's one heck of a consolation prize.
