How are teams kept honest regarding injuries

Because of salary cap restrictions and 23 man roster limitation, teams are forced to make player movements that they normally would not do when guys get back from injury. How are teams prevented from saying that a guy isn't healthy enough to play when in fact he is? Why not tuck away an insurance player on long term injured reserve?

Don't the players get paid by the insurance companies during LTIR? That would be considered insurance fraud...

See matthew lombardi in his time with the preds. He "miraculously" recovered when traded to Toronto and played in the first game of the season. The Preds didnt want to play him to risk him getting another concussion and being stuck with his salary. Hence the trade to the leafs, who were willing to eat his salary in exchange for Cody Franson
