Sam Gagner - Two years @ 5M/per + bonuses. (If he keeps the work up)
Ryan Jones - One year @ 1.5M.
Ladislav Smid - Two years @ 3.7M/per.

I agree with this but I'd give Gagner less $ (10 games doesn't have me convinced yet) and Smid more $.
Gagner is a tricky one because in two more seasons he's a UFA. So I'd give him a contract like 4-6 years @ $4M which is still a tradable contract if need be. Smid easily gets $4M and I'd be fine with 4-6 years again.
The only players I would let walk are Hordichuk, Whitney, Sutton and Khabibulin. I would resign Lander, Jones,Petrell and Peckham for the minimum raise allowed by the CBA and would not cry if they walked as they are replaceable, and make a priority to re-sign Harikainen, Fistric, Gagner, Smid and Paajarvi

Agreed with this, except I'd put Lander in your priority group and move MPS to the take it or leave it minimum raise category.

You can't sign Gagner to an ELC and he's not over 35 so I don't think you can give him a contract that contains bonuses. Unless the New CBA allows for it but I haven't heard of anything like that.

Letting Jones go could turn out to be Glencross 2.0. We'll have to see what he looks like after he comes back from injury but I'd keep him over Petrell if that's what it comes down to. If we want scoring from our bottom six Jones is the last guy we should be letting walk.
He is the guy we want in the bottom 6 and on the PK at all times. Very under rated and props to the scouting staff for finding this guy.
Couldn't stand the guy last year but he's been a beast on the PK this year. He's not a great bottom six option but a lot better than the likes of Liam Reddox and even a guy like Hordichuk today. I'd rather keep Jones than Petrell though despite his start to this season. We need secondary scoring and Petrell brings 0 of that.

The cap is shrinking, and RNH still needs his first big contract like Eberle and Hall got theirs this offseason.
So, IMO, I'd:
Amnesty Horcoff.
Amnesty Belanger.
Waive/release Eager and Potter.
Resign Smid (our biggest priority signing - but only if he can get back to last year's level of play).
Resign Gagner if we can get him to agree to team-friendly terms, otherwise sign and trade to another team with other assets for a up and coming #2 center or second pairing defenseman; or a deal to move up in the draft and select either.
Qualify Hartikainen and Paajarvi, see if we an get them to sign for a modest raise.
Attempt to re-sign Fistric to a one-year team-friendly deal.
Let all the rest go and sign RNH to his post-ELC extension.
Then focus the rest of the cap room on acquiring/signing 1 center with offensive skills, 2 big two-way centers who can win face-offs, at least 2 big two-way wingers to fill up the third line, acquire a good backup goalie to push Dubnyk and try to hit a home run on a #1 or #2 defenseman either via UFA or RFA offer sheet.

We're not going to be hurting for cap space next year regardless of the cap going down. We could (and probably will) wait until the 2014 offseason to buy out Horcoff without being in cap trouble too.

He's an average 4th, not a good 3rd. Look at the #3 and 4 centers of the Western Conference playoff teams last year and tell me if Belanger measures up, especially after last year. We need a Bolland-like player on the 3rd line to contend.

Agree with most, but I'd sign Peckham to a two-year two-way deal.
Not sure that's even possible. In order to retain his rights, we have to tender him a qualifying offer which I believe is 10% higher than what he's making right now on a 1-way deal ($1.075M).
