Might not be a top sniper, but he is a top goal scorer.
Goal scoring isnt all snipes. Crosby is probably the best down-low player in the league below the hash marks. That may sound like its easy but the reaction time and hand eye you need to score on alot of the "garbage" goals is pretty exceptional.
Let's not forget he is probably one of if not the best players at deflections/tips
He is not a sniper. He does possess a fast release, though, and he knows about angles and when the goalie is most vulnerable. A player like him sees when the goalie's focus is lost or when the goalie commits too soon or too late. This is a highly technical and intelligent skill that very few have.
People saying his goals are "lucky" really don't know much about goal scoring. There are pure snipers like Mike Bossy. Some guys clean up the garbage around the net (Craig Simpson was a master at this). Some guys have fast releases like Sid.
There are many ways to score a goal. Some are prettier than others. But all count the same.

Not extremely highly, mostly since he's not really a sniper. He can score any way he pleases, but he's not the type of guy who just reaches back and picks his corner, like a James Neal.
You can be a great goal scorer without being a sniper.

When was the last time Kessel had 50 goals in a season? Oh yea that's right he never has.... Crosby is the type of player where if he wants to snipe and score some goals he can and if he wants to set up teammates with easy goals he can, he is he best in the world and Kessel still has work to do to be a better sniper.
