I have an idea for how to increase activity in these games. It's really simple.
Take a break.
Over the past month or month and a half, we have struggled to finish games with 10 active GMs. Sometimes, like in this game, we have 5 or 6 active guys right now.
My suggestion is just take a break from these games. I say nobody creates a game for the next few weeks, everyone takes a break, and maybe around March break, Gabby or dong or someone else can make a game again, and see if activity picks up after the break.
I think that this break would be helpful in getting activity back to where it was 2 months ago.
Instead of frantically trying to come up with new ideas that may or may not work, just take a break, save ourselves from the trouble of playing more painfully slow games.
Activity, in recent history, has been really high during holidays, so maybe March break will be like that again.
One more idea for this. When we do bring games back, say in a few weeks, we can PM a bunch of GMs from past games (i.e from Summer 2012) and see if they would be interested in playing a few games again.
Lastly, in future games, instead of giving priority team selection to active GMs, then letting less active guys pick after, I say we don't even let inactive guys even play, it just takes up space, and takes a team away from someone who will be more active.
Oh and one more thing. I've compiled a list of good, active GMs from the past that we could try and recruit to play in the games, when we make the next one hopefully in a few weeks:

I've been relatively active. I made a few pretty huge trades, and afterwards I've been somewhat quiet but still lurking because I think my team is complete.
It would be really cool if someone ended up getting the new Franchise Hockey Manager game when it comes out and runs an actual league with results and such.
Darn it. After seeing Gabby's post, I just realized that the Trade Deadline has not passed yet. I calculated the 11:59 EST deadline to be 7:59 PST. And there I went rushing a deal with Dallas and getting it sent in at 7:59.
