Are Ceci or Noesen available as emergency call ups to either Ottawa or Binghamton? or do they have to stay in Jr no matter what now?

Correct me if I'm wrong but they have to finish their season in Junior before they can be called up.

Not as emergency call ups, I'm pretty sure the Flames called up Baertshi (or however you spell it) mid season last year and I'm pretty sure the Leafs did that with Kadri a few years ago. Those a just a few examples that come to mind.
