They're both on their rookie deals, which are automatically two-way deals. Sill could be argued to make a cameo, but I don't think he's exactly pounding down the door right now and Uher probably needs 2 more seasons in the AHL before he'll get his chance.
Kostopolous is depth. Sill will have a chance to make the team come Autumn, but it's clear to me that the Penguins don't want to be adding more rookies to the line-up down the stretch in this congested season. Kostopolous is an insurance policy so that if we have a couple injuries in the line-up we're not going to be forced to play a guy like Philippe Dupuis.
Essentially he'll fill the role in the organization that Landon Ferriero was supposed to - AHLer who can play 4th line minutes...unfortunately for us Ferriero looked utterly lost in the Penguins' system (WBS runs the same system that Pittsburgh does) and was traded away for minor league scoring help.
With Bennett being recalled Kostopolous will remain in WBS. His tryout contract was over and he needed a contract.

Eaton was signed to be the 7th/8th defenseman, not organizational depth that'll play in WBS. He wasn't going to play in the AHL after signing the deal, so the type of contract it was hardly matters.
