Toronto is just giving him some time to refine his game. People are making mountains out of molehills. Anyone who actually paid attention to him last season saw that while he moved the puck well, and had some nice offensive chances, his game was pretty one-dimensional. Carlyle probably doesn't want to feel like he has to shelter him everytime he's on the ice, the same way Boudreau, I'm sure, felt the same with Vatanen.
If the Ducks managed to get him I think he would wind up in Norfolk since barring injury the Ducks d is set. So he would not be happy with the Ducks.
If Anaheim was trading for him, we'd probably be sending someone like Sbisa to Toronto. The Ducks are clearly not going to make that trade without the goal of bringing him up. Otherwise, there is just no need.
