Have Phoenix and/or current Winnipeg franchises any right to retire Selanne's number?
It's a very interesting situation. Teemu played for the previous Jets but got traded before their relocation to Phoenix. He never played for Phoenix Coyotes. From another POV, Teemu played in Winnipeg for the team with the same title. May Coyotes and/or Jets raise his jersey up to the rafters?
Only two teams will probably consider retiring Selannes number. Anaheim rightfully so and Colorado.
Maybe I'm taking you too seriously, but I have to disagree about Colorado. Just cuz Bourque is up their doesn't mean it's a good comparison, as those were crazy circumstances at the very end of his career resulting in a cup win. SJ has more right to retire 8 than Colorado, but both won't/shouldn't.
I think the original argument is actually more interesting than people are giving credit. Temu had the best rookie season in the history of the NHL (at least statistically), which would be the only reason to do this. same reason Kings keep toying with the idea of retiring Blake's #4 (only King to win the Norris), and I hope they don't. For Temu, I think it won't happen either because its too weird that he never played in Phoenix.

Phoenix not only "has the right" but quite arguably should retire either 13 or 8. He's the best winger in the history of the franchise by a hefty margin, and arguably the best player ever to play a significant stretch with the team. He leads the team all-time in GPG and PPG, and holds the records for goals and points in a season.
It depends on whether you think four seasons (at top-notch level of play) is enough to qualify him for jersey retirement.
Teemu's a historical/record holder and it's with the Jets.
However, the current Jets franchise does not have any connection to Teemu even though the city has, the only thing they can do is honour him. His numbers will be retired by the team he retired from and that is Anaheim.
He's a Duck and will never be remembered as anything more.
Maybe by the 30 and under crowd... I remember him blowing the doors off the league quite vividly in a jets uniform. Not sayin' they'll retire his number, but his first few years were pretty damn memorable....
