Why does the Leaf board no longer have that horizontal sliding prospect bar at the top?

There is, you clicked the X. Go to your profile, then customize profile. At the bottom there is a option "Dismissed Notices". Go to that then click the box then save.

I dunno about that. A lot of the defensemen drafted in the 2nd round are equally as good of prospects.

that is true. though I think teams in the first round should have chosen Finn

Calgary is a great example.

But was 10-17 on draws so i guess thats something

That's not easy to do, when your team scores 9, it is harder to stay off the scoresheet, than be on it.
