Conacher can play. He competes hard every shift, is absolutely fearless and draws more opposition penalties than any other Sens forward. Waiving him is further evidence of just how dysfunctional the Ottawa franchise has become. He would be a great waiver pickup for anyone.

You can place player on waivers and still play him, Penguins did the same with Kobasew. Nothing to be confused about here.

You can put a guy on waivers just to expose his rights for 24-hours...not necessarily to assign them to the AHL. Jake Dowell was on waivers just because the Wild wanted to give him a chance to find a place to play and he's in the AHL.

Did Dubnyk actually get sent down or is he going to be a healthy scratch as the 3rd goalie?

He was sent down to Hamilton.

Yes, they can, but players claimed on waivers cannot play in the playoffs this year, IIRC.
