What happens if the cap goes down?

Did a quick search and couldn't find an answer:
Assuming you're spending 42 million on the cap and it goes back down to 39 next season are you forced to buy out players or can you restructure their contracts to fit in?

Nope. No restructuring / No Renegotiations - you either buyout or waive players - but realistically, you will also have a bunch of contracts expiring each offseason, so it is very unlikely that you would be forced to buyout/waive players you didn't want to. You just may be able to resign your RFAs or sign high prices UFAs.
