look at the team totals:

224 goals
224 assists

actually most teams in the Russian Elite League had more goals than assists in those years...
that's kinda weird...

They literally had a hot dog line in Krutov, Kovalenko and Mogilny.

Russians were not as generous as we are with assist. I think they didn't give second assists back then. Neither they give an assist if a player scores on a rebound. I don't know if it's still like this but for a long time that was one of the reasons why point totals were so low in the RSL.

Yes, I believe that in Europe, even to this day, they only give out the first assist.
(correct me if i'm wrong )

the cska roster back in 80's was sick...check the ussr national team roster from these days and i'll see...it was based on cska team. they were so great.

Well a few teams (like Spartak and SKA) did have more assists than goal in the same year... so it can't be that they never gave second assists.
As you said, they were likely not as generous as today though...
