what is the utility of this wood piece we find on a mission or easton stick??

You don't have to cut it, they're glued in. Take a hot air gun to it, give it a yank, and it should come out.

Shouldn't matter whether you use it without (uncut) or cut the stick and reinsert as very little bend takes place there. Either way it will seem stiffer than when full length,
