Question About The Rangers And Next Yearís Salary Cap

I know the season has yet to begin for the Rangers, and Heatley just signed.
Nonetheless my concern last summer with the Rangers free agency was that did the signing of long term deal for Gomez and Drury basically take the Rangers out of the shopping market not only during this seasonís trade deadline, but next seasonís free agency?

Are the Rangers going to be able to make a play for say Spezza or more likely, Redden since that wouldnít cost them draft picks and defense is a bigger need?
Is this going to be like the NFL were you shop one year but not two years OR is it more likely the cap keeps increasing (due to the Canadian dollar but mainly the fact big market teams canít spend 20-30 more million, lowering costs and raising revenue) and thus the Rangers should not be hindered next season?
