I'm not so sure about this. My personal feeling is Samuel is overrated (he makes lots of shiny interceptions, but he's way too aggressive sometime and will overcommit to try and pick off the pass), but I don't run an NFL team. I think they would be better off getting safety help, upgrading the D-line, and looking for a WR that can make plays. But it's early...we'll see what happens.
It'll be interesting to see what they do with Sheppard now.

had knee and foot issues due to injuries sustained in past 2-3 years. lost most of speed. not worth 7 mil or w/e he was making. had to be released. will get a job somewhere for an incentive laiden deal

he was both old and injured all the damn time. Making way too much for how often he did get hurt, and the Eagles needed to free up some money for Samuel, I suppose.
I don't know why the eagles don't go after Andre Davis he had a good year last year with 3 kickoff returns and filled in nicely for andre johnson when he was injured. Unless they don't wanna spend that much on a kickoff returner guy.
If this means Sheppard is on his way out, it's just a small upgrade. If it means Brown moves to safety, that's a hell of a starting bunch (with Samuel, Sheppard, Brown and Dawkins) with crap for depth. If it means we have three starting quality corners I'm pretty thrilled if we can pick up a safety somewhere. Good signing overall though. If only we could fix that pesky qb position...

The Texans re-signed Andre Davis yesterday...I was hoping for him as well.
PS: Yes, I am an Eagles fan despite growing up in NY.
