RFA Question

Not sure what board to post this on so I'll ask here.

There's a thing I always wondered about RFA's and offer sheets.

Imagine this:

Corey Perry (just an example) is a RFA as of July 1st. He is very happy in Anaheim and wants to stay very badly.

Cliff Fletcher (again just an example) decides to make an offer sheet towards him in the area of 7 years 45 million.

Does Perry have any say in the matter at all?
If Burke can't match does Perry HAVE to become a Leaf?
Or is it up to the GM?

Like a UFA, Perry can choose which offer (if any) to accept, regardless of what else is on the table. The only difference with a UFA is that Perry's team can then match any offer that he signs if they so desire. He doesn't have to sign any offer sheets, even if they are offered to him. He can choose to sign nothing and just make a deal with Anaheim once they're ready.

It's up to Perry. If he accepts, Burke has a certain amount of time to either match the offer, or accept picks as consolation.

If Perry rejects the offer, nothing happens, except the media frenzy that follows.
